Grass Valley General Plan

Located in the foothills of the Sierra Nevada, Grass Valley is a Gold Rush era town with significant historical resources. In the 1980's, a state highway bisected the town and effectively separated the community.
Over the last 25 years, there has been substantial low-density residential and commercial growth in the City as well as beyond City limits creating significant transportation and aesthetic problems. There are also proposals for the annexation of new undeveloped parcels. The Old Town has already undergone substantial revitalization. Problems in the newer area include traffic congestion. An increase and improvement in pedestrian connections and sidewalks are needed in both areas.
Mogavero Notestine Associates' work focused on the Urban Design Element, the implication for urban form and transportation and the integration of the three new areas proposed for annexation into the greater community. The firm also facilitated the participation of a very active citizen base concerned about growth and its impact.
