Davis Infill Policies

As part of its General Plan Update, the City of Davis asked MNA for assistance in the evaluation of potential infill locations throughout the city. We developed a report covering five Infill Case Studies involving economic analysis, site planning and policy development for a variety of residential, office, retail and mixed-use opportunities.
Work on the project involved: reviewing background information; conducting a contextual opportunities and constraints analysis; meeting with community members who had previously expressed concerns; identifying issues that could make the approval of infill projects difficult; developing policies that would help to alleviate these issues; and preparing alternative development scenarios for the case studies that illustrate these issues and policies.
In the second phase we prepared special Case Studies that included basic property information and infill objectives such as: issues and policies for the site and how they relate to the current and proposed general plan; draft core area specific plan policies; special infill problems associated with the site and how these problems should be addressed; economic feasibility including hard and soft development costs and a 5-year income analysis; bridge financing requirements or potential need for subsidy; tax revenue potential; savings from efficient use of infrastructure and city services; articulation of lessons learned that could be transferred to similar infill sites; graphics, including an illustrative site plan and illustrative elevation; and perspectives and axonometric drawings.
