Downtown Red Bluff

Through the City and the Downtown Revitalization Committee, the community of Red Bluff became interested in proactive approaches to enhancing and stabilizing its downtown market niche. The City, recognizing the need for proactive approaches to strengthen the community's economic position, initiated this project. The timing of the assessment was very important to prevent further degradation of the existing environment and direct change in a favorable way.
This project was designed to be an economic development tool that would be implemented for the most part by the community. Key elements include:
- A 'hands on' assessment for economic development: The assessment clearly outlines opportunities, constraints, options, timing, and responsible parties. The program has been tailored to the interests, capacities and resources of the Red Bluff community.
- Strategies for capturing the opportunities: A goal of this assessment was to identify opportunity programs, uses, and sites. Once these were established we linked them to an overall strategy for expansion, reuse, and revitalization. The assessment delineated how particular projects or particular sites would function as catalysts to create momentum for further growth. The assessment identified what steps would be required and who must take them in order to seize the opportunities.
